Briefing on U.S. Compliance with the new EC IUU Regulation (1005/2008) at NPFVOA

The attached notice (PDF) advises all of you that we will be holding a repeat briefing on U.S. Compliance with the new EC IUU Regulation (1005/2008) at NPFVOA on Wednesday, January 20th at 2:00. Many of you attended the one we held on November 30, but some of our members were not able to make that session due to the short notice. Please encourage anyone dealing with export certification who was unable to attend the prior meeting to attend this one. The meeting is expected to go until 3:00 (or longer to answer all questions).Please RSVP to NPFVOA at 206/285-3383 so we have adequate seating for everyone.

Please park in the Bank of America parking lot (on the right when you enter the Terminal) or across the street by Chinooks. Note that there’s a 2 hour limit in front of Chinooks and they do ticket.

RELEASE OF THE NEW MERCHANT MARINER CREDENTIAL MEDICAL EVALUATION FORMS

Today the Coast Guard is releasing revised versions of the Merchant Mariner Credential Medical Evaluation Report form (CG-719 K, Revision 01-09) and the Merchant Mariner Evaluation of Fitness for Entry Level Ratings form (CG-719K/E, Revision 01-09) to facilitate obtaining objective medical information for use in evaluating merchant mariner credential applications. These forms are now available for voluntary use until December 31, 2009.  All physical exams completed on or after January 1, 2010 must be documented on Revision 01-09.

The revised form has been designed to work in concert with the information contained in the Medical and Physical Evaluation Guidelines for MerchantMariner Credentials, (NVIC 04-08). A complete Medical Evaluation Form is essential for NMC to process an application in a timely manner. To assist mariners and the Verifying Medical Practitioner (VMP) with submitting a complete report form, we are providing a printable Instruction Guide. We are also providing electronic forms that can be completed on line, which will include embedded electronic instructions to assist mariners and medicalpractitioners with completing the forms.

Mariners with diagnosed medical conditions or who are taking prescription medication should carefully review the information in NVIC 04-08, the Instruction Guide, and the CG-719K or K/E forms. It is highly recommended that mariners bring the Instruction Guide and forms, along with the applicable sections of the NVIC 04-08 that pertain to their specific medical conditions,with them when they have their physical exam so that the medical provider can supply recommended evaluation documentation for any diagnosed medical conditions. This medical documentation should be submitted along with the CG-719 K form at the time of application. The use of the resources being made available should result in less missing information and a faster processing time.

Exception per the Federal Register/Vol. 229, No 74/ Tuesday, December 1, 2009 on page 6280: ‘PHYSICAL EXAMS COMPLETED AND SIGNED PRIOR TO JANUARY 1, 2010, WILL CONTINUE TO BEACCEPTED WITH APPLICATIONS SUBMITTED AFTER THAT DATE; HOWEVER, THEY MUST BEDATED WITHIN ONE YEAR OF APPLICATION’.

Dear NPFVOA Members,

I hope all of you who are planning to attend NPFVOA’s seminar on October 21, the Impact of Federal Safety Regulations on Maritime Personal Injury and Death Litigation, will allow for an extra 30 minutes at the end of the seminar because Robert C. Schoening from Coast Guard Headquarters will be attending so he can brief you on upcoming changes to Drug and Alcohol Regulations. As a result of findings from the investigation of the Alaska Ranger, there will be a renewed emphasis on some of those requirements and your company policies.

Any of you who have not signed up and wish to attend should register with Sonya. There is a lot of interest in this seminar.

Dear NPFVOA Members,

Yesterday, Chairman Oberstar of the House of Representatives Committee on Transportation and Infrastructure introduced a fishing vessel safety bill, HR 2652. The bill contains the AFA vessel rebuild/replacement language that has been part of the recent house Coast Guard authorization bills, as well as fishing vessel safety requirements which are very similar to HR 2830 that passed the House last year.

The bill will go to full committee for the first “mark up” tomorrow.
